As Côte d’Ivoire prepares to host the Compact Implementation Support Workshop on 9–10 September in Abidjan, the country and its Mission 300 partners are moving into a critical next phase: translating the National Energy Compact into implemented reforms, financed projects and measurable results.

Presented in January 2025, Côte d’Ivoire’s National Energy Compact sets a clear 2030 ambition: achieve 100% electricity access, increase access to clean cooking to 50%, raise the share of renewables in the energy mix to 45%, and mobilize an additional $2 billion in private investment.

Progress is already visible. In 2025, 684,735 new electricity connections provided approximately 3.56[1] million additional people with access to electricity. Access to clean cooking is estimated at 41%, while renewables reached 34% of the energy mix.

But reaching the 2030 targets will require implementation to accelerate.

Workshop preparations indicate that, of the ten priority reform actions under the Compact, three have been finalized, one is ongoing and six remain delayed.. Priority areas requiring further acceleration include rural network planning, mini-grid regulation, tariff adjustment, bioenergy, clean cooking and regional market integration.

Turning commitments into action

This is the purpose of the Compact Implementation Support Workshop, taking place on 9–10 September in Abidjan under Mission 300.

Over two days, Côte d’Ivoire’s institutions, development partners and other stakeholders will focus on identifying bottlenecks, clarifying responsibilities, accelerating reforms, strengthening project preparation, and better aligning financing and technical assistance with the priorities of the Compact.

The workshop will support the preparation and refinement of the Compact Implementation Support Document (CISD), which will serve as the operational roadmap for this effort. It translates the Compact’s commitments into a roadmap covering reforms, investments, financing, progress monitoring and risk management.

A key priority will also be to strengthen the project pipeline and move projects towards sufficient maturity and bankability to attract public and private financing. The portfolio includes solar, hydropower and biomass projects, as well as transmission and distribution infrastructure, regional interconnections, storage systems and electricity access projects.

In this effort, the African Development Bank is working alongside the Government of Côte d’Ivoire as a strategic partner. Its contribution includes financing investments, supporting project preparation and maturation, providing technical assistance, strengthening capacity and helping mobilize partners around national priorities.

The Compact estimates total financing needs of US$15.02 billion for 2024–2030, of which US$8.46 billion was already mobilised or under mobilisation, leaving US$6.56 billion still to be mobilised..

The objective is clear: bring reforms, projects and financing closer together to accelerate delivery.
