Tanzania Orders Audit Of EPC Contractor Over Incomplete Public Infrastructure Projects

The Government of Tanzania has ordered a detailed audit of an Engineering, Procurement, and Construction (EPC) contractor after serious concerns emerged over incomplete public projects and the handling of public funds. The decision reflects the government’s increasing focus on transparency, accountability, and proper management of infrastructure investments, especially in the rapidly growing construction and energy sectors.

According to official directives issued by senior government leaders, the audit was initiated after several public projects faced major delays or remained unfinished despite contractors reportedly receiving full payments from government funds. Authorities are concerned that some projects also showed significant structural and technical problems, raising questions about project supervision, contract management, and the possible misuse of public money.

The audit will examine the contractor’s financial records, work performance, and compliance with the agreed project timelines and technical standards. Government officials stated that the investigation is intended to determine whether public funds were used correctly and to identify any failures in the execution of the contracts. Authorities further warned that strict legal and administrative action would be taken against individuals or organizations found responsible for negligence or financial misconduct once the investigation is completed.

The inquiry is expected to involve national anti-corruption agencies along with state audit institutions to ensure fairness and transparency during the process. Investigators will reportedly examine not only the EPC contractor but also local council officials, engineers, and supervisory authorities who approved payments and monitored the projects. The government believes that accountability must extend to all parties involved in the planning, supervision, and implementation of public infrastructure works.

In response to the government’s directives, local authorities have already started forming internal monitoring teams to review the status of the affected projects. In some cases where contractors failed to deliver the required work, contracts have reportedly been terminated to allow unfinished construction activities to continue under stricter supervision and improved monitoring systems.

The latest action highlights Tanzania’s broader efforts to strengthen governance within its expanding infrastructure and energy industries. The country has been attracting major local and international investments in sectors such as utilities, mining, transport, and energy development. As these investments continue to grow, the government is increasing its focus on stronger risk management practices, improved contract enforcement, and standardized procedures for EPC agreements.
