Morocco launched a recruitment process inviting qualified contractors to participate in its NOOR PV Multisites programme
Morocco has launched a recruitment process inviting qualified contractors to participate in its NOOR PV Multisites programme, a large-scale solar power initiative aimed at expanding renewable electricity generation across the country. The programme will involve the development of multiple utility-scale solar photovoltaic projects with a combined capacity of at least 350 megawatts (MW).
The initiative will cover five regions: Casablanca-Settat, Béni Mellal-Khénifra, Marrakech-Safi, Souss-Massa, and Guelmim-Oued Noun. Under the programme, between four and six ground-mounted solar power plants are planned, with individual project capacities ranging from 40 MW to 170 MW. The projects are expected to contribute to Morocco’s renewable energy expansion while creating opportunities for contractors involved in solar project development, construction, and operations.
The government has adopted a two-stage competitive procurement process to select companies for the programme. During the first stage, interested contractors and consortiums must submit applications for prequalification. Applicants will be assessed on their financial strength, technical expertise, and ability to undertake projects of this scale.
Companies that successfully qualify will proceed to the second stage, where they will be invited to submit detailed technical and commercial proposals. The procurement process will cover engineering, procurement and construction (EPC), as well as long-term operation and maintenance services. This structure is intended to ensure that selected contractors have the necessary resources and experience to deliver and maintain the solar facilities.
The deadline for submitting prequalification applications is November 30, 2026. Following the evaluation of applications, authorities expect to issue requests for proposals towards the end of 2026 or in early 2027. Final bids are anticipated by March 2027, while construction is tentatively scheduled to begin in the second quarter of 2027.
