Eskom invites EOIs for services toward Just Energy Transition Project

Eskom invites eligible consulting firms to indicate their interest in providing consulting services for the provision of professional engineering services and technical assistance during the development and execution of the Just Energy Transition Project.

DEADLINE: 01 September 2022, 10am (GMT +2)

Phase 1 of the Just Energy Transition Project consists of the repurposing of Komati Coal Fired Power Plant with up to 100MW Solar PV, 150MW Battery Energy Storage System, 125MW Generator Conversion to Synchronous Condenser, and up to 70MW Wind Farm in the Republic of South Africa.

Scope of services

The services comprise all front-end engineering designs, including but not limited to the development of functional specifications, bidding documents and bids evaluations for the selection and appointment of the EPC Contractor, construction supervision and quality assurance during the execution of the EPC Contract and provision of training.

The scope of services required for the Engineering Consultancy and Advisory Services includes but is not limited to:

  1. Project Planning and Development Phase
  2. Conceptual and Basic Designs (Front End Engineering Design) Phase
  3. Detail Design during EPC Contract Phase
  4. Construction, Commissioning, Testing and Handover Phase
  5. Performance Guarantee and Defects Period Phase
  6. Capacity Building/ Training

Shortlisting criteria

  • Eligibility: The consultant must submit copies of certificates of incorporation or registration of the consulting firm or/and company ownership (Directors and Shareholders) of the company.
  • Previous assignments: The consulting/management firm’s core business relevance and overall experience in the sector (new renewable power generation systems) and capabilities in terms of institutional strength, institutional quality management systems, good track records and references are some of the aspects considered as general suitability indicators for shortlisting.
  • Availability of appropriate skills among staff related to the assignment: The consultant shall demonstrate having manpower with qualifications and technical and professional competence necessary for successful implementation of the assignment (no need to provide CVs).

Submission of EOI:

Hard copy submissions are to be in a sealed envelope clearly marked “Expression of Interest for Provision of Professional Engineering Services (Owner’s Engineer) and Technical Assistance during the development and execution of the Just Energy Transition Project – Phase 1: Repurposing of Komati Coal Fired Power Plant with up to 100MW Solar PV, 150MW Battery Energy Storage System, 125MW Generator Conversion to Synchronous Condenser, and up to 70MW Wind Farm in the Republic of South Africa”.

Interested parties are required to submit the Expressions of Interest to the physical address below. The submissions can be in hard copy as one (1) original, three (3) copies and one memory stick of the Expression of Interest document.
