The African Development Bank introduced the Electricity Regulatory Index (ERI) in 2018 to serve as a diagnostic tool of the electricity market structure and regulatory frameworks of African countries. It highlighted key areas in regulatory design and practice that require improvement and reform.

Now in its fourth year, the ERI, which is based on analysis of information provided by regulators, utilities and consumers has provided and continues to provide opportunities for African countries to compare their regulatory frameworks, utility performance indicators and consumer perceptions and reactions, with best practice regulatory and prudent utility practices worldwide, that could influence consumer satisfaction and investor confidence.

In the long term, the ERI is intended to be a benchmarking tool that will track progress made by African countries as they align the regulatory frameworks governing their electricity sectors with international standards and best practices.

The purpose of this page is to enable respondents, (regulators, utilities and consumer groups) reflect on the responses they provided to the ERI 2020 questionnaire, so as to be able to complete the ERI 2021 questionnaire with ease and higher accuracy.
